D for me.

The argument gives example of the plant in country Y to suggest similar results can be expected out of setting a plant in country X.

B, C and E are not conclusions.

A and D are potential candidates. but if you closely look at argument, author is comparing his statements using an example. So D is preferable.
A will be more generic.

Has to be D.
The key word is 'Despite'

Simple D. The author wants the reader to conclude that X and Y have similar situations.
