society people have the right to take risks as long as the people do not harm other as a result of taking the risks.

B . Others need to pay more because of those who don't wear seat belts... it weakens the argument as it affect others .

Automobile insurance rates for all automobile owners are higher because of the need to pay for the

.

Here the insurance company suffers because of the person not wearing a seat belt and getting injured.

B - because accidents due to people not wearing seat belts are affecting everyone as insurance is going up BUT stem says "as long as the people do not harm other"

B. The conclusion is based on the argument that as long as people not wearing seat belts do not cause harm to others it is fine not to wear seat belts.
Increase in insurance rates/premiums affects the entire population not just people wearing seat belts.
