as many as is required and using only more than changes the meaning of sentence. So we are down to A and E
In E it is not just established routes , it is "roadside counts along established routes " that monotors..
I would select E.

This is already discussed and OA is C.
But i dont understand, becase it changes the meaning by using only more than.
Can any one explain this?

which answer did u have in mind ??
Its not necessary that every time all options are grammatically correct ....sometimes you have to select the grammatically best possible answer among the group without drastically changing the meaning !!

I selected E. But in E
"roadside counts along established routes that monitors changes in populations of as many as, or" says that it is routes that monitors and not roadside count.
So best is C, though it removes as many as.

In C 'as many as is missing'
here we are dealing with numerical data,
C does not support the possibility of monitoring 250 species !
According to C, it has to be greater than 250 --- say 251 !
So isnt that modifying the sentence ??

A, B, E - Are eliminated first.
they all use wrong idioms
left with C & D
D - seems to change the meaning of the sentence.
C - Correct Subject Verb Agreement.
Hence C is the answer.

But I would have ruled out C if I had a grammatically correct option that covered the possibiity of 250. Can someone shed light on this discrepancy?

Gramatical Correctness is preferred to slight distortion in meaning i guess.....so with C

I guess that first you rule out all the grammatically incorrect options. If you have anything left to choose from, then you go for the meaning. In this case, what is the difference between 250 and 251 bird species? Nothing significant. If the meaning changes to something in another time, or the new meaning changes too much from the original sentence or becomes illogical (like saying 250 songbirds out of 180 species) then I'd be careful about it. But it's a little tricky, because under time constraint you can quickly rule out this sentence because of meaning distortion and choose another option that seemed better when it actually had a grammar mistake.
