(C) is active voice right? But "(C) to monitor changes in the populations of more than 250 birds species" implies that number of birds cannot be 250 species. But the original sentence implies the number of species could be just 250 species. What do you guys think?

If there is missing as in B then C sounds better choice though it changes the meaning.

OA is indeed C.
So the takeaway is that grammatically correct is more important than change in meaning??
I'm only asking coz I am reading MGMAT that SUCH AS and LIKE counts as a Clarity Error.
Any thoughts?

I think so. I've seen some examples in OG where grammatical correctness is important than change in meaning.

I'll go with B.
C does change the meaning. The 'of' after monitoring in 'A' makes the choice incorrect

C definitely is the most concise and grammatically correct answer, however I agree that C changes the meaning of the original sentence. So I think the correct answer is B.
