Sorry for submitting without underlined part.

<While the owner of a condominium apartment has free and clear title to the dwelling>

should be the underlined portion of the sentence.

It's clearly C or E, and I agree that C sounds better.

The answer is (C)

(A), (B) and (D) are incorrect because they use "the dwelling". It is not clear "which/whose dwelling" is being reffered to.

(E) seems to indicate that all the Condominium apartment owners have just "one dwelling"

Is my reasoning correct?

I chose C because it contains owners in the 1st and 2nd clause, dont know if that is correct though.

Correction:

I meant it contains "owners of x have", making the clauses more parallel.

C and E both contain 'owners' in the first and second clause. I think the error lies in the fact that E have a title to their dwelling that is free and clear is not as clear and concise as C, with have free and clear title to their dwellings. In E, it is not clear whether it is the dwelling or the title which is free and clear. C makes it clear that it is the title which is clear. C has to be right because the dwellings cannot really be free, but the title can.
