I think a 690 can work, but the general consensus is 7XX is a good sign. If you're applying this Fall, it could be a good idea to retake if you're feeling like you have a higher ceiling and you're motivated to do it. I wouldn't obsess over it, it's just one of those things to do if you're feeling super compelled.
I'm not sure what your application budget is, but I would definitely reach out to Sandy, who consults a startling number of HBS applicants. He does a lot of work with internationals and knows what HBS is really looking to glean. He'd also have the best take on your GMAT. There's a lot of his reviews on poetsandquants.com, I think he's up to 21 or 22 articles now. He can help with Wharton and INSEAD, etc as well.
