When you took the GMAT, did you put them down as one of the schools that you'd like to have access to your score?? It is very possible that they are just using a marketing effort to increase applications, and have sent this out to everyone that put them down as a possible school. Once I took the GMAT I started to get emails from Pepperdine b/c I put them down as a safety... but now I'm not going to be applying.
It's kind of like the credit card offer I got in the mail yesterday: "We have built a plan specifically for you". Ya right, you just want me to get your credit card...
Notre dame had an 80% range last year of 600-750. Although this is a very wide range, you are still outside of it which will make it a challenge for you. I wouldn't say that you have no shot, but it would be a real stretch, especially b/c of your backround in IT, only 2 years WE, and that demographic that you are up against (typically having high GMATs).
Notre Dame (37th according to US News) is more highly ranked than Rutgers (57th according to US news).
