Dont jump to conclusions my friend. Some might really not be able to take on additional debt given their personal and/or financial circumstances.
That being said, I agree with you that having an admit is a blessing to be grateful for. Btw- theres still time for R3. I personally know two friends who got into top schools in R3 last year and neither of them were superstars.

Anybody who considers not getting a fellowship disappointing is greedy. I just wish i had an admit, i'd pay sticker price with a smile on my face.
