In options C,D and E, the word themselves makes it looks as though the bobbets somehow came out on their own, without the need of producing them (as is said in the first part).

that leaves us with options A and B.

the expression, twice the numbers sounds very unidiomatic in this case, since we're dealing with the count of just 1 item and know the exact quantity as reference. thus, eliminate A.

This makes B the only option appropriate left. Actually, even B sounds bit awkward.

Lets say X = 90, Y = 45 : how do we write the equation?

X = 2Y; Now how do we express/explain this in words ?

X is twice THAT of Y : Option B precisely does so

In the given problem :

Y = 45000, no of widgets and bobblets in 2010

X= 90000, no of bobblets in 2011

Setting up the eqn : X = 2Y and expressing in words

no of bobblets (X=90000) were twice THAT of no of bobblets n widgets (Y=45000)

If B Had been written as "B)that number of wdigets and bobbets alone, then wouldn't have been better than current option. reference of that number of bobbets is not present in the previous part of the sentence.
