I understand the subject here is range but shouldn't the verb be have

For eg : One of the many subjects are....

I am afraid no; because, 'of the graduate programs' is no more than a modifier and a middleman that describes the range ; So the verb will remain singular. In your example also, the subject is only one. And the students and hence it will be wring to say one of the students are.' You must use the verb - is -in this case too; can you give me the full version of the clause where ‘one of the students are’ is appearing?
It is a different matter if you say, ‘one of the students who are”. Then because of the intrusion of the relative pronoun which stands for the plural students, the subject shifts from one to students and hence the verb can be ‘are’

I was confused between D and E but marked ans as E just because it used "or" instead of "and"
