The recommendation is the recommender's prerogative and not yours. Even if you wrote the recommendation yourself (not saying you did, I'm just giving the extreme case example), the adcom sees it as something submitted solely by the recommender. Hence, if that person exceeds the word limits, it reflects poorly on them not you. Further, given this is something you cannot control (as you are not supposed to see your recommendation and hence wouldn't know if the word count has been exceeded), why would it affect your chances anyways?
