I have forwarded your concern to the admissions department. Will let you know as soon as I hear back from them.
Update: This is the feedback I received from the admissions team: "We evaluate requests for Skype interviews on a case by case basis, but of course, we know the storm has affected a lot of folks, I anticipate that we will be flexible."
There's still no update on whether the University (and DC in general) will be operating on Wednesday. So my advice to you is to keep in touch with the admissions team while they decide on a plan.
