Option A is out of scope answer as its not stated in the passage. Answer C it is!

why not E ???

This also reveals same kind of comparison

C is the best.
Hydraulic tools have often completely replaced traditional tools, such as crowbars and circular saws, which could cause additional structural damage or create sparks.
=>Traditional tool may cause spark => fire/explosion (more complicated situation)
Hydraulic tool is used because [it may not cause spark] = [unlikely to complicate an already dangerous situation]

Choice C is better than choice E because choice C is more direct and focuses on the reason that Hydraulic tools are more safe. Find below the highlighted portion:

Hydraulic tools have often completely replaced traditional tools, such as crowbars and circular saws, which could cause additional structural damage or create sparks.

The passage is about why rescue workers use hydraulic tools to rescue crash victims. Whether hydraulic tools can repair structural damage does not have any bearing with the rescue work. Hence option D is wrong.

Option C provides one more reason that hydraulic tools are useful for rescue work, which is the theme of the passage. Hence C is better than D.

B-) Its already mentioned in the passage that "they are less frightening to crash victims".
C-) This indeed is the correct choice because " it is useful for Emergency response workers as if complex situation is solved easily, they would obviously prefer HT".
D-) This option helps damaged vehicles and Question is asking for Workers benefits.
E-) This option is already mention in the passage and its useful to Workers already. "Hydraulic tools have often completely replaced traditional tools, such as crowbars and circular saws".

Point to be Considered : One thing that should be taken into account before answering such type of questions is that one cannot go outside the scope of the argument to complete the passage.

A. One hydraulic rescue tool can perform the functions of both a crowbar and a circular saw. (Wrong Answer Nowhere this is stated in the argument.)
B. Hydraulic tools are quieter and do not cause crash victims to panic.(Wrong Answer The argument doesn’t talk about this point.)
C. Hydraulic tools are unlikely to complicate an already dangerous situation in the way that more traditional tools often did.( Right Answer This is very much in line with what is stated in the argument. The argument clearly states,Hydraulic tools have often replaced Traditional tools, such as crowbars and circular saws, which could cause additional structural damage or create sparks.)
D. Hydraulic tools are able to quickly and efficiently repair structural damage to vehicles involved in collisions.( Wrong Answer There is nothing in the argument that supports the point highlighted in the text)
