but also look that the intent of the sentence is to show the setting of the record and by putting that in comma ,as in D , we are changing the meaning of the sentence .not that i am in favour of A

I am in the opinion of D. The reasons given by the folks above are the same that i am thinking of too. D is the best choice!

The appositive just renames the noun so it doesn't matter in either case. We can say that 'which' modifies TGV or 'France's high speed train' since they both refer to the same thing.



'set a record in 2007 to become the fastest nonmagnetic train' is part of the main clause and 'which' after that modifies 'the fastest nonmagnetic train'. In this case, 'shuttles passengers ... and averages ...' becomes a characteristic of the 'fastest nonmagnetic train' which is not correct. 'fastest nonmagnetic train' does not stand for TGV. In the past, some other train might have been the 'fastest nonmagnetic train'.
'shuttles passengers ... and averages ...' is a characteristic of TGV and the same should be implied by the sentence.

You pointeed out that ther are two modifiers in case of option A...and they point to 2 different things.....
i do not think there is any problem for the modifiers to point to different things...Yes meaning wise it points subtle difference. As in A says "There are many high speed trains. and TGV is the fastest among the high speed trains that runs on the the route mentioned. However the case is that TGV is infact the fastest among trains on any route....

Am i correct in my interpretation..

Consider these sentences and tell me which one works:

Bolt set the world record in 2009 to become the fastest man, who can run 100m in 9.58 secs.
Bolt, who set the world record in 2009 to become the fastest man, can run 100m in 9.58 secs.

Logically, 'who can run' should not modify 'the fastest man' because it is not the characteristic of the fastest man. Both 'fastest man' and 'who can run 100 m in 9.58 secs' are characteristics of Bolt. It just so happens that right now, Bolt is the fastest man. Tomorrow, some one else could be the fastest man.

Anyway, you have the second option (given as D in the question) which is certainly more accurate and logical.

Another tough one. Meaning is very important here to arrive at correct answer D as explained by daagh Sir. I marked the answer as A but later realized my mistake.
