I'm not recruiting for either banking or consulting, so I'm definitely not an expert, nor do I have any inside information on this. If you ask the banks and consulting firms, they will always say they don't have a cut-off, but most of them require your GMAT score on your resume. So although they may not have a cut-off, your GMAT score is probably a factor. But just like the b-school application process, there's more to your story than just your GMAT score.
Criteria also vary from firm to firm, so some banks or consulting firms may emphasize the score more than others. But I did have a friend who is a second year with a GMAT score that's less than 650, who got an interview with McKinsey. He networked like crazy though.
