If you don't like the heat, Atlanta isn't a great choice either - it gets really humid there. That said, the weather should be milder in both Austin and Atlanta when school's in session, so I hope that eases your concerns there.
Something else to consider - traffic in Atlanta can be crappy. I have a friend who goes to Goizueta, and he loves it there, but he mentioned that traffic was terrible.
Don't discount Austin - while it's not as big of a city as Atlanta, people who have ever been generally rave about it.
The cost of the MBA is irrelevant - you're getting to go for free, so don't feel like going to the one with the bigger price tag to get the "best value." The value you'll have in the end is an MBA from a top school.
