Please can you change " Prevent " to " Prevents " in option B.
The OP ( original poster ) has confirmed the typo further down.

Official Explanation

The subject of the sentence is dog, which is singular; therefore, a singular verb is required. The general rule is that the joining of a singular subject with another noun or pronoun, or with several nouns or pronouns, by prepositions such as along with, together with, with, as well as, in addition to, or accompanied by does not make the singular subject into a plural one. (Only and can join two singular subjects and make them act as a plural one.)

Choice (D) also changes the meaning of the original by making the tense of the verb past instead of present.

The correct answer is (B).
