C.

Say if this was a linear equation and if you were to solve this, how would you approach it?

|x-y|=|a-b|

1) Square the equation?
or
2) You would start this way?
x-y=(a-b)
x-y=-(a-b)

The question is asking whether x/y is 1. The following 2 conditions need to be met to sastify x/y = 1.
1. x & y should have the same value.
2. x & y should have the same sign.

The statement |x| = |Y| tell us that Condition 1 is true, so all we need is to know whether x & y share the same sign.

Statement 1 says that x is +ve but we do not know anything about y, so this is insufficient.
Statement 2 says that y is -ve but we do not know anything about x, so this is insufficient.
Both put together we know that x is +ve and y is -ve so x/y cannot be equal to 1, it will be equal to -1.
