yes, I think so.

both "lack of tech" and "capital" clearly refers to south americans. but this is not the case in D

Official answer: B

Due to should not be used in place of the compound preposition because of. Choice (C) has an error in agreement between the singular verb (was) and the compound subject (technology and capital). Choice (D) is wordy and awkward.
