No, it does not.

Consumers planning... is a general observation , while B is an evidence
that refer to consumers of Boravia. This evidence complements, rather
then contradicts the observation. IMO, A doesn't strengthen the judgement, it has no effect on it whatsoever.

IMO B is the best bet.

A suggests that there'll be more sales which is contradicting the managers' expectation of slump in the sales.

B. The other choices are out of the scope.

Task: strength the argument (conclusion)

Evidence: Strong Economy results in more sales. (Generalization X :arrow: Y)

Conclusion: Strong Economy in Boravia will not impact sales substantially.

Answer B: "In Boravia when the economy is strong, those who might otherwise go camping tend to take vacations overseas", remains strenghts the conclusion and remains within scope.

Will go with B too.
C weakens the agrument. It says that hiking and camping activities will increase and thus sales will increase.
D/E are out of scope.
A just says that sale of other items with the sale of equipments.
B is not contradictory........
'Consumers planning to buy recreational equipment tend to buy higher quality, more expensive equipment when the economy is strong than when it is weak" is just a general trend, that doesnto mean that the trend is in Bawaria too.

only B, however partially, justify the manager's judgement....
