For me it boils down to A and C and I would pick C..

Nothing wrong with A.

"that" in C seems too far from the noun.

You mean to say that "that" may reference the "occasionally criticized" pharse than the intended subject/pharse?

no. "that" can not refer to "occasionally criticized" because this is not a noun phrase.

"that" is used to introduce restrictive clauses and modifies nouns or pronouns.

Its just too far from the noun "a course of study".
It's just my opnion. I may be wrong. Lets wait for the OA and OE.
