The author concludes that "the publication of the book will certainly INCREASE the use of products containing recycled materials in Calovia."
In other words, the author is arguing that the
current use of recycled products is lower than the
future use of such products will be once the book is published.
(D) tells us that, for many products, the
only options are recycled. So even though consumers don't yet have the handy book, they must
already be using recycled products because ALL of the options are recycled. If that's the case, then the current use of recycled products is
the same as the future use of such products. So, (D) actually weakens the argument that these use of these products will increase.
(D) is out.
Here's (B):

We know from the passage that many residents of Calovia
want to buy recycled products. (B) tells us that manufacturers/distributors aren't informing people whether their products are recycled or not. So even if people really want to buy recycled stuff, they might not know which products to buy.
That's why the book would increase the sales of such products -- by informing people about which products are recycled, sales of those products will likely increase.
(B) is the correct answer.
As a side note: it's dangerous to paraphrase the author's words. The conclusion is not that the "book is helping to persuade customers to buy recycled products" -- the conclusion is that "publication of the book will almost certainly increase the use of products containing recycled materials in Calovia." People are already committed to buying these products; they don't necessarily need to be persuaded.
