Looks like C.
If the new manufacturing jobs are at the cost of jobs in other fields,then the increase is not startling...any thoughts??

The argument did not say that some jobs were created at the cost of other jobs :)

It only said that unemployment rate is more in the case of people with certain skills. That is a general statement and is valid in many cases.

A. If the state in which County C is located lost manufacturing jobs last year, then county C’s record number of new jobs is unimportant to the health of the state.
>> out of scope

B. The county is judged against its own record, so the comparisons between its workforce and unemployment rate and those of other counties is irrelevant.
>> best choice.

C. The unemployment rate in County C for workers with certain skills was higher than that for others.
>> too general. doesn't explain the flaw in the reasoning.

D. Since unemployment in all counties in the state, except County C, declined markedly in the past decade, it is not surprising that County C has a high unemployment rate.
>> distorts the original premise. it is not mentioned that county C has high unemployment rate.

E. Since County C has the smallest population of any county in the state, County C is expected to have the smallest workforce.
>> irrelevant. doesn't explain the flaw in the reasoning.
