oh it should be "regarded that it was poisonous and was planted only as an ornament."

i made a typo :) ...anyways is "to be" incorrect then?

my ans= d

i believe 'to be' is incorrect most of the times since it makes the sentence redundant somehow........
is this belief correct?? someone pls tell me........
