They don't view multiple GMAT administration negatively, only low scores.
Almost all the top schools "take" the highest score, but they see the last three. If the scores go up, they don't pay a lot of attention to the earlier scores or discount the highest score.
When they go down, however, I can't help but believe that the highest score isn't quite as credible as when things go the other way around. I don't think the policy changes, but my guess is that the human interpretation is not identical.
