I vote for "A".

B - "could be persistent" tells me that it hasn't happened yet.
C - I don't think any phrase should start with "that"
D - Persisting just makes the sentence awkward
E - "The persisting" is not the intended subject but rather "the reason why" face painting and purfuming the body should have persisted

I was between A & B. Will go with A.

(B) could be persistent - persistent is not the same as persisted

Rest are not idiomatically correct.

OA is 'A'.

The key is the present perfect tense. 'A' correctly uses the tense and conveys the right meaning.
