We have to refute the fact that federal and state occupational health and safety regulations limit productivity C does this.
most of the other choices are out of scope

C for me too.
E1 – Business considers safety with resource limits
vs
E2- government safety limits productivity and competitiveness
option C -"governmental health and safety regulations have reduced costly accidents that previously reduced worker productivity" refutes the stated opinion on E2.
