Another though to explain my reasoning

The authors concludes:
safety belts in Europe -> less severe injuries
All choices weaken this conclusion, exept A, which is strenghten the conclusion.
So A is the answer

Guys,

this one is tricky.

A is right because if americans don't wear seat belts that often, they
would infact DO require a better safety belt to save them atleast when
they are wearing the belt.

My ans is D.

Automobile passengers in the United States have a greater statistical chance of being involved in an accident than do passengers in
Europe. It may be because of any reason other than the design of seat-belts. Maybe they are easier to get drunk or anything.
A does weaken the argument, same explanation as OlegC's
