I tried to look at it a couple different ways but the either way the missing number would have to be negative for the average to be 3. So I'm not sure what it's asking.

I am not sure about the numbers here. You can use bigger numbers and tell me the approach.

Are you missing some probability weighting?
e.g. 20% receive 10 letters, 10% receive 15 letters, etc.

no..it wasnt percentage.. i am 99% sure this is what i saw .
