None of the choices look great. B comes close but at the end it uses 'its ' i think that should be ' their' instead of 'its' in the B ...

IMO A....announced should be followed by "that", whay A is wrong.

yes it is true that announced should be followed by that. but in A, they refers to the sales and not stores. Hence, A is wrong. C removes this ambiguity. Though it would have been much better it started with that. But we have to select the best amongst all and here C seems to be better than others. Hence C is my choice.

depend on the situation, should not be a victim of the rule! :-D
