difference between to be and as

'potential to' is an idiom. so that leaves you options A and B only.
In B, 'possibly increasingly causing shoe leather' doesn't sound right to me ..I am not sure 'causing' is being used as verb here ... so two adverbs modifying what? some one can shed more light on this.

I choose A.
