To answer your questions:
1. If you are a Canadian citizen, you are a Canadian and if your parents came from Vietnam, you are a Canadian with Vietnamese ethnicity or background. However, the true point of your application, especially the essays is to move beyond the superficial labels and help the adcom see you as You, an individual with multiple facts. Don't get hung up on these labels.
