why is not answer A the more people return book promptly the less money they collect and then the less card they can send out leading to less return on time?

Faster way of doing this would be in terms of reduced variables.

It uses the revenue from that toll to generate a reserve fund in order to be able one day to build a new bridge. A to achieve X and A to achieve Y. X and Y can NOT be achieved together from A.
