There i sone more difference. Option 'A' starts with 'AS' where Option D starts with 'Just AS'.

Option is 'D' is correct one. Correct Idiom is 'Just As.. So''

option A does not start with 'AS' but with 'Just As'. D seems to make sense. talking about article is it not necessary if the article is in front of Congress it needs to be there even before the word 'parliment' just wondering..if thats the case.. then it is D.. if not can somebody explain why it would be A and why is single article sufficient..

Just to confirm - Idiom "just as..., so...." is a correct form of idiom

Vpraphala you are right. there is no article before parliamanet, so for ||ism, there should not be before congress as well. D dhould be it.

I won't agree with the "THE"---> article explanation. Something else is wrong or may be the question is substandard.

You don't need article "the" in front of Congress because as you can see, "Congress" is capitalized and stands for a proper noun, not a common noun. It's like saying: Earth is a beautiful planet. You should NOT put any article in front of proper nouns.
