Career Goal Critique

Hi all,
I'm an engineer from China, feeder of MBA pools.
I decide to change from IT to general management.
The reason that i want to switch is that i want to control my future.
My colleagues and I worked very hard. However, i find engineers contribute little to the success or failure of company.
in the past year, my department changed it name 5 times, laid off many employees, and froze salary. One of my colleagues were laid off less than one month after joined the company.
So i want to switch to general management. i want see the whole picture of business. On the one hand, i want to control my own future. On the other hand, i hope i can understand business and my strategy and decisions will help engineers who has similar problems like me.
Is this a decent career goal? some of my friends said this isn't so much a goal as a complaint.
Could i express my feelings like this in my career goal essays?
