Is the following sentence grammatically correct?
"Leonardo was as forward-looking as was the city of Milan"

I would say not, because you are comparing a man to a city which is not a logical comparison.

IMO, better would be:

Leonardo was as forward-looking as the citizens of Milan.

Leonardo was as forward-looking as the leaders of Milan.

Leonardo was as forward-looking as the Milanese.

Milan is modern because its citizens are forward-looking.

I agree with you, the sentence is not logically correct but it has no grammar errors.

Which reminds us that with GMAT we are not only being tested on grammar but also on logic and style.
