The OA given is correct. If 100 TVs were turned on at the time the program was aired (exact time that program was aired means that if it was aired from 8 to 8:30 pm, the TVs were turned on at that time, not in the morning. It does not mean that the TVs were turned on at exactly 8:00 pm), 44% of them were tuned to this program. This implies 56% of them were not tuned to this program.
Since statement 2 tells us that 56% is 56,000 so 44% must be 44,000. These must be the TVs tuned to this program in total.
(If someone's TV is off at the time of airing or someone's TV was on in the morning, he anyway couldn't have tuned to the program. We ignore the role of DVRs.)
Answer (B)

Note: Statement 2 doesn't specifically mention 'were turned on at the exact time the program was aired' but I think in the question they definitely meant it.

In City X, a television ratings service estimates that the number of televisions tuned to a certain program represented 44 percent of televisions turned on at the exact time the program was aired. How many televisions in City X were tuned to this program?

Given data - 44% of the television turned on
T v on + program on = 44% * t v on

(1) There are 1,000,000 televisions in City X. Gives no adequate required information . Insufficient


(2) Fifty-six thousand televisions in City X were turned on but not tuned to the program.

Let total to turned on = x
Tv on + program off = 56000

So, x - 56000 = 44%*x . On solving we can get the required value. Sufficient

Hi,
in which case -Does turning TV on in the middle or at anytime while the program is aired - is counted?

Also from the language
the number of televisions tuned to a certain program represented 44 percent of televisions turned on at the exact time the program was aired

it is difficult to interpret the exact clear meaning :/
