My way of looking at it:

The passages states that the increase of beggars is less than than of the increase in general population, hence the ratio beggars/total population is decreasing.

D) Proportion (=ratio) increases which clearly contradicts the statement.

By assuming the following numbers, we can see that proportion decreases.
1950 P = 100, B = 10 Proportion = 10/100 = 0.1
1980 P = 130, B = 12 Proportion = 12/130 < 0.1 (Given that P's rate of increase is < that of B's)
D contradits by saying that proportion increased.

If the proportion of beggars has increased, the total population has reduced or increased at a lower rate.
