It makes the second part of the sentence after the comma complete with subject and verb) One carries...

I think the more common usage is to say ‘one out of fifty’;one out of every fifty’ is just to make things a little stretched. ‘One in fifty’ also isn’t much heard of but there seems to be nothing wrong about it. The best option would have been ‘one out of fifty adults carries’
But c) ‘out of every fifty adults, one carries’ can be dispensed with due to its wordiness vis-à-vis choice E

can we have some more discussion on it . I think its A because there is not only one "one" ...but for every fifty there is one so i think it should be plural?

"every" and "each" used in C and D change the intent meaning of sentence. Correct one is E.

"one adult in fifty carries" a gun seems to imply something else. But still seems like the best fit considering that C is so wordy.

Even E is ambiguous because it says one adult in fifty that can also convey that one of age 50 yrs or so...
IMHO C is better than E.

I understand that this Q is bit out of track from GMAC Q but in my opinion out of all the options E is the best choice and in my opinion "one adult in fifty carries" means "one adult among fifty adults" then it makes sense...

Bringing this Question up again, I too am confused between C and E.
I chose C because the Question itself also contains every. Whatever "every" is used to emphasize in given question, that changes if we remove every from the Ans, ie E.
Thus I think E is changing the meaning. However, every in C is correct.

Can somebody explain if it would had been" Eight out of every ten" instead of one out of fifty would we still be using carries or carry would be correct option.
I hope i am able to explain my doubt.
