We need "are" because "rates" is plural.
D is wrong because of "that is", which is singular.

S-V agreement- rates ...are
D- quite wordy and is in pasive voice, hence incorrect

"rates" is plural form, so the verb should be "are"

Rising commercial real estate rates-->> Plural
Therefore it should go with a plural verb-->> are

Why rising is not the subject ,because it is ultimately "rising "of the rates has deterred the plan not the mere rates ,hence a singular verb?
