While I think it's definitely safer than those schools with only 3 rounds, I applied Round 3 two years ago and got dinged after interviewing, visiting, and waitlisting, and when I received my feedback, the largest point was "We just wish that you'd applied a Round earlier." They had a few more points, but the overall gist was that I was just on the cusp, and the timing had made the difference.
Needless to say, I applied Round 1 this year.
