The accidents have increased due to more workforce but this doesnt mean that job safety training wasn't helpful. The accident could have been 6 or more...!

I got this one wrong the first time. The last sentence in the stem makes a difference. The stem talsk about only one pack of cigarettes and hence we should consider only that.
Now if blood can aborb max of nicotine which is equal to the content present in lowest nictone cigarette pack, then both the smokers who some lowest nicotine and higer nicotine would have the same content in the blood after one pack is finished.
