First of all A and B are out as for the paallelism we need partly on both sides.
In the first part of the sentence it is the construction partly because subject and verb so we need the same construction for the second part.
So C and E are out as well.
And the right answer is D

as cute smiley said, D is passive. as for C, it just didn't follow the parallelism. if you are following the sentence structure, then it should be partly because <subject> <verb>...
