Parallelism Doubt

Hi Everyone
I do not understand as to when a word needs to be repeated in a sentence containing parallel elements.

An Example of what I am pointing to -

I want to retire to a place where the weather is good and the taxes are low.

I feel this sentence is correct , however Manhattan Strategy guide says, the correct answer should be -

I want to retire to a place where the weather is good and where the taxes are low.


In a different sentence they (Manhattan) would say that its ok to use "Where" only once and theres no need to repeat the word.

Can someone please point out the exact rule , so I know when to repeat the word and when to use it once
