I go for D as well for the same reason
do it is unidiomatic
do so is the correct usage

D should be it, "do so" is require to refer to action :)

In general on the GMAT...if you have 'doing it' or action verb+it usually is WRONG...it's always doing so...that's been my experience.

"do so" is the prefered format in GMAT as compared to "do it".

D is the best choice. A,B,E -> 'it' has no clear referent. Same with 'this' in C.

Is doing so replacing the verb or the verb and the pronoun?

Congress did not approve the bill because doing so would reward illegal immigrants.
Congress did not approve the bill because approving (it?) would reward illegal immigrants.

IMO "doing so" stands in for the action expressed earlier... (the act of NOT approving the bill).

You can do it!!! ahh damn thats way too old lol.

anyway D. this construction requries "would" so elminate A and B.

to do it would... wrong do it is not correct construction, especially for GMAT.
to do this... i dunno bout this construction but doing so sounds better and it is the correct answer.
