D for me.

first I think the right construction is "believed that +ing"
-> eliminate A, C and E

Then Parliament's belief is a supposition -> it would reward...
-> eliminate B

Not sure about C, D.

C sounds better to me.

it is mainly about using SO or IT. here D is the right answer.
it is a past tense sentence so A and B are out.
in C THIS spoils the meaning
in D perfect
in E again, IT spoils all

"..do this" "..do it" etc. are all grammatically unsound. "..do so" and option D are correct!

(A) to do it rewards (Eliminate because unsound meaning of "to do" and "it")
(B) doing it rewards (Eliminate : "it" is unclear)
(C) to do this would reward (Eliminate : "to do" and "this")
(D) doing so would reward (Pick this one!)
(E) to do it would reward (Eliminate : "to do")

(B) doing it rewards ( “it” has no clear referent - eliminate it)
(C) to do this would reward ( “this” has no clear referent - eliminate it)
(D) doing so would reward ( adverb “so” clearly referring the verb “accord” – Hold it)
(E) to do it would reward ( “it” has no clear referent - eliminate it)
