(D) Is correct as the sales was high and the production was low. the surplus should have eroded.

Vivek,

The argument basically says that the supply has reduced due to various reasons and hence the price has gone up. Now the demand could have still remained unchanged and there would still not be enough pepper or the demand could have increased. We don't know. Since the question asks what MUST be true, B is eliminated.

Vivek,
My reasoning is similar to psubbu's. The premise says PRODUCTION is lagging behiend SALES.

INCREASE in demand could be one of the reasons for price increase. The demand could also be CONSTANT, but the production lagging behiend sales might be contributing to the price increase. So B can be true or false.
