I think it is B because the comma is not necessary for this sentence.
If you added this comma in this sentence, the whole sentence would change the meaning of this sentence.

A, C and E are wrong because the correct idiom is Either X or Y. Between B and D, B is better. In B "Which" modifies logging better than does "removing" in D. B should be the answer.

Good job guys B is the OE.
it is an either ...... or structure...
so B and E remains.
B maintains the ||ism better than E. so B is the answer.

We need 'which' to modify logging --> D,E are otu
C --> inappopriately joins two actions (logging + surfce fires) by using 'along with'
A --> 'burning' is wrong
B is the best choice -> 'that' burn, the 'that' modifies surface fires

I think B is correct.
"Which" in B refers to "logging" and "that" after "or" refers to "surface fires".
so B is consistent.
In D it forms "Either X,Y or Z that" which distorts the idea.
