Also in option D "Medicines" does not agree with singular "has". The use of "doing" is unidiomatic

B. spend more than a billion dollars a year on prescription drugs, but for most patients the medicines have only marginal effects, if any, on symptoms and do nothing "B" is the right answer because - it corrects the redundant use of "annual" it ensures a proper "Subject-Verb Agreement" - medicines/do nothing

Tests Redundancy. Option A and C are out. E is out because of incorrect usage of greater which is used in comparison. Between B and D , B wins because medicines have not has.
