Also in option D "Medicines" does not agree with singular "has". The use of "doing" is unidiomatic

"B" is the right answer because - it corrects the redundant use of "annual"
it ensures a proper "Subject-Verb Agreement" - medicines/do nothing

Tests Redundancy. Option A and C are out. E is out because of incorrect usage of greater which is used in comparison. Between B and D , B wins because medicines have not has.
