Phd in Georgia

If I want to get into a phd program within the next year, I will have to go to one of the four schools in Georgia. I assume the ranking order for them is:
Emory
Georgia Tech
University of Georgia
Georgia State University

Is this order correct, and is Georgia State even worth putting on my list?

Biggest question you left out -- What field?

From what I know (Accounting), Emory is likely at the top of the ranking for any field. As for the other 3, honestly, I have no clue. One accounting professor at Georgia State is rather well known (Lawrence Brown) for his studies (citation analysis) on the quality of PhD programs or accounting journals, but that's it. Never heard much in my field from either Georgia Tech or Georgia.

The field would be Finance, but I am also interested in where these schools stand in the field of Management.
